CvSU to suffer P7M budget cut

EFFECTIVE ON FISCAL year 2014, all capital outlay funds of State Universities and Colleges (SUC) will be re-channeled through the Commission on Higher Education (CHEd) thus CvSU expects seven million budget decrease.

"Seventy-nine SUC are set to suffer hefty cuts next year, some due to lower personal service components, other due to lower allotment for maintenance and other operating expenses and many due to zero capital outlay," stated Kabataan Representative Terry Ridon inmanilastandardtoday.com

However, Davao City Rep. Isidro Abad, head, House Committee on Appropriation said to Philippine Daily Inquirer article that the figures were not final yet and may still increase if the President realigns to public higher education institutions the lump-sum allotments for infrastructure and scholarships under the budget of agencies.

Administrative Officer, Financial Management Services cleared that the supposed budget cut is mainly due to zero capital outlay.

"Bale wala talaga tayong budget cut kasi nire-channel lang through CHEd yung capital outlay funds," said Herrera. She furthered that our funds for Personal Services and Maintenance, Operations, and Other Expenditure funds increased.

Some SUC to receive substantial budget cut were University of the Philippines System, P1.4 billion; Mindanao State University, P829 million; Isabela State University, P77.24 million; Palawan State University, P36.54 million; Negros Occidental State University, P31.41 million and Leyte Normal University, P30.67 million.

"Mas mhihirapan ang mga estudyante. Kagaya ng nararanasan ng mga kapwa ko CvSUeño na nakakaranas magklase sa hallway, ilalim ng puno at kung saan may bakante [room]," commented Kimberly Baral, BS Business Management 3-1.
